Arnel M. De Vera was born on September 20, 1975 in Pangasinan. Also, in that coastal province young Arnel got his basic education from Pogonsili Elementary School and La Imaculada Concepcion School. And he finished his degree of Bachelor of Science in Medical Technology from De Ocampo Memorial College.

Before he embrace his calling as public servant, he experienced to became part of working class as overseas Filipino worker. He worked as property consultant in Dubai for more than three years. And worked in Ontario, Canada as care giver.

When he came back, he started his journey as  public servant. He served as kagawad at Barangay San Jose. After that, he became an executive assistant at the Vice Mayor’s Office from 2016 up to 2018, and executive assistant at the Mayor’s Office from 2019 up to 2021.

He is also married with Mrs. Janet De Vera. Currently, they have two wonderful children.
