Biography

Dra. Carmela Javier was born and raised in Montalban, Rizal by her parents and her grandparents as well. She is the second child among the three children of Eufemia Valdez, the first Certified Public Accountant in Montalban, Rizal, and the late Atty. Jacinto Javier. With the demise of his father at an early age, this allowed her to be independent at such a young age which she carried on until this day. Her mother and grandparents greatly influenced her to be in the medical field and her passion for serving people began in her late childhood. Her mother stated that she has always been someone who wanted to help others and look after them. With that being said, this explains how being in the medical field seemed to be her calling.

 She graduated college at the University of the East Manila with a degree in BS Zoology and continued her career in medicine at the De La Salle Health Sciences Institute Dasmarinas, Cavite. She had her Post Graduate Internship at Rizal Medical Center Pasig, City, soon after passing her Physician Licensure exam, she pursued her Pediatric Residency Training program at De La Salle University Medical Center Dasmarinas, Cavite. She is a Diplomate of the Philippine Pediatric Society and in good standing with the Philippine Medical Association and Marikina Valley Medical Society. Her grasp for knowledge never stopped, she also has a degree in Bachelor of Science in Nursing at La Sallette University and finished Masters of Hospital Administration at St Jude College Manila.

 In 1999, she established her own clinic and started to practice her expertise. She is a consultant in different hospitals of Montalban, San Mateo and Marikina. After several years of establishing her private practice as a Pediatrician, she then became a government employee starting 2002-to-2003 at Rural Health Unit as one of their Pediatricians. She was appointed as Chief of Clinics at Montalban Infirmary, 2003-to-2006 and 2008-to-2010 as the Medical Director. She was also the Municipal Health Officer in 2014 to 2021. She was elected Municipal Councilor in Montalban, Rizal in the May 9, 2022 election.

 Over the years, she had seen the problems of the people of Montalban, which includes the poor health care system that drives her to run as public servant to be able to improve by “enact ordinances, approve resolutions and appropriate funds for the general welfare of the municipality and its inhabitants” – RA 7160, Section 447.
