OBJECTIVES
1. To assist and advise the Local Chief Executive in the development, formulation and execution of policies, rules, and regulations in all areas of personnel management in accordance with the Civil Service laws and rules.
2. To formulate and implement a comprehensive and balanced personnel system and programs designed to increase efficiency and effectiveness and to promote morale, integrity, responsiveness and courtesy of government employees.
3. To establish a sound recruitment and selection system within the organization.
4. To implement Civil Service Commission policies, standards, rules, and regulations governing employees in matters of recruitment, career development, incentives, and awards system, position classification and compensation, performance appraisal and evaluation, employee’s welfare and benefits, administrative discipline, and other aspects of personnel management.
5. To assist, design, coordinate and evaluate in-service trainings and employee’s development programs relative to the organizational needs and establish proper coordination with the Civil Service Commission, GSIS, PhilHealth and other government agencies regarding policies, personnel actions and manpower development.
6. To provide inputs in the development and implementation of human resource training and development programs.
7. To establish and maintain a continuing employee suggestions, incentives, and awards system for the improvement o9f employee performance and productivity.
8. To maintain a complete and up-to-date personnel information system.
